P\u0159i hodnocen\u00ed kvality ovzdu\u0161\u00ed a vlivu nouzov\u00e9ho stavu n\u00e1s tedy zaj\u00edmalo, zda opravdu doprava klesla \u010di zda nap\u0159\u00edklad lid\u00e9 tr\u00e1vili v\u00edce \u010dasu v dom\u00e1cnostech, s \u010d\u00edm\u017e bychom mohli spojit vy\u0161\u0161\u00ed m\u00edru vyt\u00e1p\u011bn\u00ed.<\/strong><\/em><\/p>\n<p>O vlivu nouzov\u00e9ho stavu na kvalitu ovzdu\u0161\u00ed jsme zde ji\u017e na blogu psali. V ned\u00e1vn\u00e9 dob\u011b pak vydal \u010cHM\u00da <a href=\"http:\/\/portal.chmi.cz\/files\/portal\/docs\/tiskove_zpravy\/2020\/COVID_ZPRAVA.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">komplexn\u00ed zpr\u00e1vu<\/a> hodnot\u00edc\u00ed pr\u00e1v\u011b stav ovzdu\u0161\u00ed od za\u010d\u00e1tku nouzov\u00e9ho stavu ve srovn\u00e1n\u00ed s p\u0159edchoz\u00edmi 5 lety. Na datech je dob\u0159e patrn\u00fd pokles koncentrac\u00ed oxidu dusi\u010dit\u00e9ho po vyhl\u00e1\u0161en\u00ed karant\u00e9ny ve srovn\u00e1n\u00ed s p\u0159edchoz\u00edmi roky, naopak u suspendovan\u00fdch \u010d\u00e1stic PM<sub>10<\/sub> byly pozorov\u00e1ny v 5t\u00fddenn\u00edm obdob\u00ed po vyhl\u00e1\u0161en\u00ed karant\u00e9ny koncentrace nadpr\u016fm\u011brn\u00e9.<\/p>\n<p>Pokles dopravy lze vzhledem ke karant\u00e9n\u011b o\u010dek\u00e1vat, asi ka\u017ed\u00fd z n\u00e1s jej i s\u00e1m subjektivn\u011b venku post\u0159ehl, zaj\u00edmalo n\u00e1s ale, jak\u00e1 jsou objektivn\u00ed fakta, tedy kvantifikace tohoto poklesu. Vyu\u017eili jsme tedy data z r\u016fzn\u00fdch zdroj\u016f. Tyto data nelze p\u0159\u00edmo srovn\u00e1vat, nebo\u0165 jsou \u010dasto po\u010d\u00edt\u00e1ny r\u016fzn\u00fdm zp\u016fsobem, ka\u017ed\u00e1 z n\u00ed\u017ee uveden\u00fdch statistik ale pod\u00e1v\u00e1 ur\u010ditou informaci.<\/p>\n<h2>S\u010d\u00edt\u00e1n\u00ed dopravy &#8211; \u00dast\u00ed nad Labem &#8211; V\u0161ebo\u0159ick\u00e1<\/h2>\n<p>Nejprve se pod\u00edvejme na data &#8222;z prvn\u00ed ruky&#8220;. \u010cesk\u00fd hydrometeorologick\u00fd \u00fastav je provozovatelem s\u010d\u00edta\u010de dopravy um\u00edst\u011bn\u00e9ho na dopravn\u00ed hot spot stanici imisn\u00edho monitoringu v \u00dast\u00ed nad Labem na v\u00fdrazn\u011b dopravn\u011b zat\u00ed\u017een\u00e9 ulici V\u0161ebo\u0159ick\u00e1. Toto za\u0159\u00edzen\u00ed je schopno nejen s\u010d\u00edtat celkov\u00fd po\u010det aut v obou sm\u011brech, ale dok\u00e1\u017ee je podle d\u00e9lky i rozd\u011blit do \u010dty\u0159 kategori\u00ed &#8211; osobn\u00ed vozy, dod\u00e1vky, mal\u00e1 n\u00e1kladn\u00ed auta a autobusy, a velk\u00e1 n\u00e1kladn\u00ed auta (kamiony).<\/p>\n<p>Jeliko\u017e je doprava z\u00e1visl\u00e1 na dni v t\u00fddnu (zejm\u00e9na na v\u00edkendu) provedli jsme anal\u00fdzu podle t\u00fddn\u016f v roce. Prvn\u00ed t\u00fdden v roce nelze br\u00e1t jako standardn\u00ed, zahrnuje Nov\u00fd rok a doprava m\u016f\u017ee b\u00fdt ni\u017e\u0161\u00ed. Do anal\u00fdzy jsme tedy zahrnuli 2. a\u017e 19. t\u00fdden roku 2019 a 2020 a tyto jsme vz\u00e1jemn\u011b srovnali. Dopl\u0148me, \u017ee karant\u00e9na byla v \u010cesk\u00e9 republice vyhl\u00e1\u0161ena 16. 3., co\u017e bylo v pond\u011bl\u00ed, na za\u010d\u00e1tku 12. t\u00fddne roku.<\/p>\n<h3 style=\"text-align: justify;\">Anal\u00fdza poklesu podle typu vozidel<\/h3>\n<p>N\u00ed\u017ee uveden\u00fd graf ukazuje pom\u011br po\u010dtu jednotliv\u00fdch typ\u016f vozidel 2020\/2019 v 2. a\u017e 19. t\u00fddnu p\u0159\u00edslu\u0161n\u00fdch let, vypo\u010d\u00edtan\u00fd pro pracovn\u00ed dny. Z grafu je patrn\u00e9, \u017ee k poklesu do\u0161lo u v\u0161ech typ\u016f vozidel, tzn. osobn\u00edch vozidel, dod\u00e1vek, n\u00e1kladn\u00edch vozidel a autobus\u016f i kamionov\u00e9 dopravy. Z\u00e1rove\u0148 je vid\u011bt, \u017ee k poklesu v\u0161ech typ\u016f vozidel v pracovn\u00ed dny do\u0161lo pr\u00e1v\u011b v t\u00fddnu od vyhl\u00e1\u0161en\u00ed nouzov\u00e9ho stavu (12. t\u00fdden, od 16. 3. 2020). N\u00e1sledn\u011b po p\u0159ibli\u017en\u011b dobu 4 t\u00fddn\u016f byl stav velmi podobn\u00fd a od 5. t\u00fddne nouzov\u00e9ho stavu, tedy p\u0159ibli\u017en\u011b od poloviny dubna, doch\u00e1z\u00ed op\u011bt k pozvoln\u00e9mu n\u00e1r\u016fstu po\u010dtu v\u0161ech typ\u016f vozidel. Nejmen\u0161\u00ed pokles byl pozorov\u00e1n v p\u0159\u00edpad\u011b osobn\u00edch voz\u016f, u kter\u00fdch byl pr\u016fm\u011brn\u00fd t\u00fddenn\u00ed po\u010det vozidel p\u0159ibli\u017en\u011b 80 % pr\u016fm\u011bru roku 2019. Z\u00a0tohoto grafu je patrn\u00e9, \u017ee k\u00a0poklesu do\u0161lo op\u011bt v\u00a0t\u00fddnu, kdy byl vyhl\u00e1\u0161en nouzov\u00fd stav, ale v\u00a0tomto p\u0159\u00edpad\u011b je vid\u011bt pokles je\u0161t\u011b v\u00fdrazn\u011bj\u0161\u00ed a\u017e na p\u0159ibli\u017en\u011b 50-60 % a to nav\u00edc u v\u0161ech typ\u016f vozidel, v\u010detn\u011b osobn\u00edch. Z\u00e1rove\u0148 je vid\u011bt, \u017ee po vyhl\u00e1\u0161en\u00ed karant\u00e9ny a rapidn\u00edm poklesu nar\u016fst\u00e1 pom\u011br mezi pr\u016fm\u011brn\u00fdm po\u010dtem vozidel v\u00a0roce 2020 oproti 2019 rychleji ne\u017e v\u00a0p\u0159\u00edpad\u011b pracovn\u00edch dn\u00ed a ke konci analyzovan\u00e9ho obdob\u00ed, tedy v\u00a018. a 19. t\u00fddnu je dokonce pr\u016fm\u011brn\u00fd po\u010det vozidel v\u00a0t\u011bchto t\u00fddnech u n\u00e1kladn\u00edch voz\u016f a dod\u00e1vek vy\u0161\u0161\u00ed, ne\u017e tomu bylo v\u00a0lo\u0148sk\u00e9m roce, a to p\u0159ibli\u017en\u011b o 20 %. Z\u00a0grafu je vid\u011bt, \u017ee do 11. t\u00fddne byla situace v\u00a0roce 2020 velmi podobn\u00e1 roku 2019, vy\u0161\u0161\u00ed po\u010det automobil\u016f vid\u00edme ve 3. a\u017e 5. t\u00fddnu o v\u00edkendech, co\u017e m\u016f\u017ee b\u00fdt d\u00e1no faktem, \u017ee bylo toto obdob\u00ed v\u00a0roce 2020 velmi tepl\u00e9 a tud\u00ed\u017e je mo\u017en\u00e9, \u017ee v\u00edce lid\u00ed jezdilo na v\u00fdlety apod. V\u00a0pracovn\u00ed dny n\u00e1r\u016fst pozorov\u00e1n nen\u00ed. Po vyhl\u00e1\u0161en\u00ed karant\u00e9ny doch\u00e1z\u00ed k\u00a0rapidn\u00edmu propadu po\u010dtu automobil\u016f, v\u00a0pracovn\u00ed dny asi o 20-25 %, ve v\u00edkendov\u00e9 dny a\u017e o 40 %. Lze tedy usuzovat, \u017ee pokles dopravy je p\u0159ibli\u017en\u011b \u00fam\u011brn\u00fd poklesu emis\u00ed z dopravy.<\/strong><\/li>\n<li><strong>v\u011bt\u0161\u00ed pokles dopravy v\u00a0souvislosti s\u00a0vyhl\u00e1\u0161en\u00edm karant\u00e9ny byl pozorov\u00e1n ve v\u00edkendov\u00e9 dny a to a\u017e o 40 % u osobn\u00edch voz\u016f, v\u00a0pracovn\u00ed dny to u stejn\u00e9 kategorie voz\u016f bylo p\u0159ibli\u017en\u011b o 20 %.<\/strong><\/li>\n<\/ul>\n<h3 style=\"text-align: justify;\">Anal\u00fdza poklesu podle hodiny dne<\/h3>\n<p>N\u00e1sleduj\u00edc\u00ed \u010d\u00e1st ukazuje, jak se li\u0161il denn\u00ed chod po\u010dtu vozidel a to zvl\u00e1\u0161\u0165 pro pracovn\u00ed dny a v\u00edkendy. V\u00a0grafu jsou vyneseny pr\u016fm\u011brn\u00e9 po\u010dty vozidel v\u00a0danou hodinu dne a to pro t\u0159i r\u016fzn\u00e1 obdob\u00ed \u2013 prvn\u00ed obdob\u00ed p\u0159edstavuje pr\u016fm\u011br p\u0159ed karant\u00e9nou, tedy od 2. do 10. t\u00fddne roku 2020. Prvn\u00ed t\u00fdden roku nebyl zahrnut, proto\u017ee se vzhledem k\u00a0Nov\u00e9mu roku a postupn\u00e9mu n\u00e1vratu do pr\u00e1ce nejedn\u00e1 o typick\u00fd t\u00fdden v\u00a0roce. V\u00a011. t\u00fddnu sice je\u0161t\u011b nouzov\u00fd stav nebyl vyhl\u00e1\u0161en, ale doprava ji\u017e mohla b\u00fdt utlumena, nap\u0159. d\u00edky zav\u00edr\u00e1n\u00ed \u0161kol v\u00a0tomto t\u00fddnu. Dal\u0161\u00ed obdob\u00ed je tedy a\u017e od za\u010d\u00e1tku karant\u00e9ny ve 12. t\u00fddnu a zahrnuje \u010dty\u0159t\u00fddenn\u00ed obdob\u00ed 12. \u2013 15. t\u00fdden. Posledn\u00ed, t\u0159et\u00ed obdob\u00ed, zahrnuje dal\u0161\u00ed \u010dty\u0159i t\u00fddny, tedy 16. \u2013 19. t\u00fdden.<\/p>\n<p>V\u00a0tomto hodnocen\u00ed byly hodiny p\u0159evedeny z\u00a0p\u016fvodn\u00edho UTC na ob\u010dansk\u00fd \u010das, proto\u017ee do\u0161lo 29. b\u0159ezna k\u00a0pravideln\u00e9mu posunu \u010dasu, tak\u017ee by do\u0161lo ke zkreslen\u00ed chodu na z\u00e1klad\u011b t\u00e9to skute\u010dnosti, proto\u017ee se b\u011b\u017en\u00e1 denn\u00ed \u010dinnost (doj\u00ed\u017ed\u011bn\u00ed do pr\u00e1ce, dopravn\u00ed \u0161pi\u010dky apod.) \u0159\u00edd\u00ed ob\u010dansk\u00fdm \u010dasem.<\/p>\n<p>Nejprve graf pro pracovn\u00ed dny. Na tom je vid\u011bt, \u017ee dle o\u010dek\u00e1v\u00e1n\u00ed byla intenzita dopravy nejvy\u0161\u0161\u00ed p\u0159ed karant\u00e9nou, naopak nejni\u017e\u0161\u00ed bezprost\u0159edn\u011b po jej\u00edm vyhl\u00e1\u0161en\u00ed. Z\u00e1rove\u0148 je vid\u011bt potla\u010den\u00ed rann\u00ed \u0161pi\u010dky, ta sice \u010d\u00e1ste\u010dn\u011b nast\u00e1v\u00e1, ale v\u00a0pozd\u011bj\u0161\u00edch hodin\u00e1ch. Odpoledne nen\u00ed \u0161pi\u010dka patrn t\u00e9m\u011b\u0159 v\u016fbec. Z\u00a0d\u016fvod\u016f zaji\u0161t\u011bn\u00ed soukrom\u00ed jsou data anonymn\u00ed a z\u00e1rove\u0148 nejsou poskytov\u00e1na absolutn\u00ed \u010d\u00edsla, ale pouze relativn\u00ed poklesy\/n\u00e1r\u016fsty.<\/p>\n<p>V\u00a0tomto p\u0159\u00edpad\u011b se ale nejedn\u00e1 o po\u010dty vozidel, n\u00fdbr\u017e o n\u00e1v\u0161t\u011bvnost m\u00edst spojen\u00fdch s\u00a0dopravou \u2013 zast\u00e1vky MHD, n\u00e1dra\u017e\u00ed apod.<\/p>\n<p>Jedn\u00e1 se o rozd\u00edl v\u00a0dan\u00e9m dni oproti dlouhodob\u00e9mu pr\u016fm\u011bru p\u0159ed nouzov\u00fdm stavem. Google za\u010dal tato data po\u010d\u00edtat od 17. 2. a nejnov\u011bj\u0161\u00ed \u00fadaje jsou ze za\u010d\u00e1tku kv\u011btna. Data jsou k\u00a0dispozici jak pro \u010ceskou republiku jako celek, tak pro jednotliv\u00e9 kraje, v\u010detn\u011b hlavn\u00edho m\u011bsta Prahy.<\/p>\n<p>N\u00e1sleduj\u00edc\u00ed graf ukazuje pokles mobility v\u00a0pracovn\u00ed dny (bez v\u00edkendov\u00fdch dn\u00ed a st\u00e1tn\u00edch sv\u00e1tk\u016f). Pr\u016fm\u011br pro \u010ceskou republiku je zv\u00fdrazn\u011bn \u010dervenou tu\u010dnou lini\u00ed. Z\u00a0grafu je patrn\u00fd pokles ji\u017e kolem 12. 3., kter\u00fd souvis\u00ed nap\u0159\u00edklad se zav\u00edr\u00e1n\u00edm \u0161kol, n\u00e1sledn\u011b propad od 16. 3. po vyhl\u00e1\u0161en\u00ed nouzov\u00e9ho stavu a n\u00e1sledn\u011b postupn\u00fd n\u00e1r\u016fst b\u011bhem nouzov\u00e9ho stavu. Nap\u0159\u00edklad \u00fadaje o pobytu v dom\u00e1cnosti mohou b\u00fdt jist\u00fdm indik\u00e1torem intenzity vyt\u00e1p\u011bn\u00ed.<\/p>\n<p>Z\u00a0grafu pro pracovn\u00ed dny je dob\u0159e vid\u011bt, \u017ee po za\u010d\u00e1tku karant\u00e9ny se zv\u00fd\u0161ila pr\u016fm\u011brn\u00e1 d\u00e9lka pobytu v\u00a0dom\u00e1cnostech pro \u010ceskou republiku jako celek p\u0159ibli\u017en\u011b o 20 %. Tato hodnota byla ust\u00e1len\u00e1 asi a\u017e do poloviny dubna, kdy se postupn\u011b d\u00e9lka pobytu na pracovi\u0161ti v\u00a0pr\u016fm\u011bru zvy\u0161ovala na asi -35 % na konci dubna. Ve v\u00edkendov\u00e9 dny byl pokles jen asi o 30 % (pravd\u011bpodobn\u011b souvis\u00ed s\u00a0t\u00edm, \u017ee o v\u00edkendu pracuj\u00ed nap\u0159. pracovn\u00edci kritick\u00e9 infrastruktury, kter\u00e1 mus\u00ed b\u00fdt v\u00a0provozu i b\u011bhem karant\u00e9ny, proto je pod\u00edl lid\u00ed doma ni\u017e\u0161\u00ed), av\u0161ak nap\u0159\u00edklad b\u011bhem Velikonoc do\u0161lo k\u00a0propadu a\u017e o t\u00e9m\u011b\u0159 90 %.<\/strong><\/li>\n<\/ul>\n<h2>\u010cesk\u00e1 republika vs. zahrani\u010d\u00ed<\/h2>\n<p>V grafu podle zem\u00ed je patrn\u00fd nejv\u00fdrazn\u011bj\u0161\u00ed pokles v It\u00e1lii a pro uk\u00e1zku byla vlo\u017eena i Lombardie, jeden z nejv\u00edce zasa\u017een\u00fdch region\u016f, kde pokles dos\u00e1hl t\u00e9m\u011b\u0159 90 %. Naopak relativn\u011b n\u00edzk\u00fd pokles byl celou dobu patrn\u00fd ve \u0160v\u00e9dsku, kde nebyla p\u0159ijata tak restriktivn\u00ed opat\u0159en\u00ed. Zaj\u00edmav\u00e1 na cel\u00e9m grafu je je\u0161t\u011b v\u011bc \u2013 v \u010cesk\u00e9 republice se v tuto chv\u00edli nejrychleji vrac\u00ed situace do norm\u00e1lu a to je vid\u011bt na obou grafech \u2013 prvn\u00ed pro \u010cR jako celek, druh\u00fd pro vybran\u00e9 metropole. K 7. 5. byl pokles v Praze a \u010cR z n\u00e1hodn\u00e9ho v\u00fdb\u011bru zem\u00ed nejni\u017e\u0161\u00ed. Li\u0161\u00ed se v\u0161ak metodika. Zat\u00edmco Google po\u010d\u00edt\u00e1 d\u00e9lku pobytu v\u00a0ur\u010dit\u00e9m typu m\u00edsta (domov, pr\u00e1ce, n\u00e1dra\u017e\u00ed, park apod.), Apple d\u00e1v\u00e1 data pouze o mobilit\u011b a vych\u00e1z\u00ed z\u00a0po\u010dtu anonymn\u00edch \u017e\u00e1dost\u00ed o navigaci v\u00a0jeho mapov\u00e9 platform\u011b Apple Maps. Data jsou k\u00a0dispozici za obdob\u00ed od 13. ledna do 9. kv\u011btna 2020.<\/p>\n<p>Data v\u00a0tomto p\u0159\u00edpad\u011b nelze rozd\u011blit na pracovn\u00ed dny a v\u00edkendy, proto\u017ee Apple data po\u010d\u00edt\u00e1 podle americk\u00e9ho \u010dasov\u00e9ho p\u00e1sma s\u00a0v\u00fdrazn\u00fdm posunem a jsou k\u00a0dispozici pouze denn\u00ed data, proto nelze data p\u0159epo\u010d\u00edtat na st\u0159edoevropsk\u00e9 \u010dasov\u00e9 p\u00e1smo.<\/p>\n<p>\u00dadaj je vzta\u017een ke 100 %, co\u017e je \u00fadaj k\u00a0za\u010d\u00e1tku roku 2020.<\/p>\n<p>Na grafu je vid\u011bt, \u017ee po vyhl\u00e1\u0161en\u00ed karant\u00e9ny klesl po\u017eadavek na navigaci o v\u00edce ne\u017e 50 %. Konkr\u00e9tn\u011b je v\u00a0tomto p\u0159\u00edpad\u011b sledov\u00e1na zm\u011bna po\u010dtu u\u017eivatel\u016f, kte\u0159\u00ed se s\u00a0mobiln\u00edm telefonem pohybovali, co\u017e lze vysledovat na z\u00e1klad\u011b vys\u00edla\u010de, ke kter\u00e9mu se u\u017eivatel p\u0159ipojuje.<\/p>\n<p>N\u00e1sleduj\u00edc\u00ed graf ukazuje pokles (ve srovn\u00e1n\u00ed s\u00a0referen\u010dn\u00edm pr\u016fm\u011brem za \u00fanor 2020) v\u00a0dob\u011b od 9. 3. do 20. 3., tedy srovn\u00e1n\u00ed obdob\u00ed p\u0159ed karant\u00e9nou, po zav\u0159en\u00ed \u0161kol a po vyhl\u00e1\u0161en\u00ed karant\u00e9ny.<\/p>\n<p>A\u010dkoliv se jedn\u00e1 o jin\u00fd zdroj dat, jsou velmi podobn\u00e1 p\u0159edchoz\u00edm podobn\u011b po\u010d\u00edtan\u00fdm \u00fadaj\u016fm. Pokles mobility na z\u00e1klad\u011b dat ze SIM karet za\u010dal od 12. 3. 2020, tedy od zav\u0159en\u00ed \u0161kol, velk\u00fd propad je pak patrn\u00fd od 16. 3., tedy od vyhl\u00e1\u0161en\u00ed karant\u00e9ny. Ukazuje se tak\u00e9, \u017ee byl minim\u00e1ln\u011b na z\u00e1klad\u011b dat z \u00dast\u00ed nad Labem-V\u0161ebo\u0159ick\u00e1 rovnom\u011brn\u00fd nap\u0159\u00ed\u010d r\u016fzn\u00fdmi kategoriemi vozidel. Asi o 20 % se zv\u00fd\u0161ila doba lid\u00ed str\u00e1ven\u00e1 v dom\u00e1cnostech a a\u017e o polovinu klesl pod\u00edl lid\u00ed na pracovi\u0161t\u00edch. Z\u00e1rove\u0148 data nazna\u010duj\u00ed, \u017ee se situace v \u010cesk\u00e9 republice vrac\u00ed k norm\u00e1lu v\u00fdrazn\u011b rychleji, ne\u017e v okoln\u00edch zem\u00edch a to stejn\u00e9 plat\u00ed i pro Prahu ve srovn\u00e1n\u00ed s jin\u00fdmi velkom\u011bsty sv\u011bta.
