Oblast ochrany ovzdu\u0161\u00ed je v r\u00e1mci krajsk\u00e9ho \u00fa\u0159adu za\u010dlen\u011bna do odd\u011blen\u00ed technick\u00e9 ochrany \u017eivotn\u00edho prost\u0159ed\u00ed odboru \u017eivotn\u00edho prost\u0159ed\u00ed. Jako z\u00e1stupce vedouc\u00edho odd\u011blen\u00ed se v\u011bnuji mnoh\u00fdm \u010dinnostem, kter\u00e9 s ochranou ovzdu\u0161\u00ed souvis\u00ed a\u0165 u\u017e v p\u0159enesen\u00e9 p\u016fsobnosti (v\u00fdkon st\u00e1tn\u00ed spr\u00e1vy) nebo i samospr\u00e1vy (vytv\u00e1\u0159en\u00ed pl\u00e1n\u016f zlep\u0161ov\u00e1n\u00ed kvality ovzdu\u0161\u00ed, spolupr\u00e1ce na z\u00e1sad\u00e1ch \u00fazemn\u00edho rozvoje kraje, p\u0159\u00edprava projektu kotl\u00edkov\u00fdch dotac\u00ed, m\u011b\u0159\u00edc\u00ed kampan\u011b kvality ovzdu\u0161\u00ed a dal\u0161\u00ed). V r\u00e1mci p\u0159enesen\u00e9 p\u016fsobnosti, tedy v\u00fdkonu st\u00e1tn\u00ed spr\u00e1vy na \u00faseku ochrany ovzdu\u0161\u00ed jsou krajsk\u00e9 \u00fa\u0159ady st\u011b\u017eejn\u00edmi org\u00e1ny p\u0159i povolov\u00e1n\u00ed um\u00edst\u011bn\u00ed a provozu stacion\u00e1rn\u00edch zdroj\u016f zne\u010di\u0161\u0165ov\u00e1n\u00ed ovzdu\u0161\u00ed. V sou\u010dtu se jedn\u00e1 o zhruba 2400 podnik\u016f v kraji, kde jsou provozov\u00e1ny technologie produkuj\u00edc\u00ed zne\u010di\u0161\u0165uj\u00edc\u00ed l\u00e1tky do vn\u011bj\u0161\u00edho ovzdu\u0161\u00ed. Typicky se jedn\u00e1 o kotelny, lakovny, sl\u00e9v\u00e1rny, kamenolomy, sva\u0159ovny, ud\u00edrny, cihelny, tisk\u00e1rny, \u010derpac\u00ed stanice, chovy hospod\u00e1\u0159sk\u00fdch zv\u00ed\u0159at apod. V\u0161echny tyto podniky mus\u00ed m\u00edt tzv. povolen\u00ed provozu a v\u011bt\u0161ina tak\u00e9 schv\u00e1len\u00fd provozn\u00ed \u0159\u00e1d. Povolen\u00ed provozu a provozn\u00ed \u0159\u00e1dy t\u011bchto podnik\u016f se schvaluj\u00ed ve spr\u00e1vn\u00edch \u0159\u00edzen\u00edch, a pr\u00e1v\u011b administrace t\u00e9to \u010dinnosti n\u00e1m zabere nejv\u00edce \u010dasu. Pozitivn\u00ed na t\u00e9to \u010dinnosti je v\u00fdsledn\u00fd efekt, kdy se za posledn\u00edch 30 let negativn\u00ed vliv t\u011bchto pr\u016fmyslov\u00fdch \u010dinnost\u00ed na kvalitu ovzdu\u0161\u00ed zcela z\u00e1sadn\u011b sn\u00ed\u017eil a dnes tak ji\u017e nep\u0159edstavuj\u00ed z\u00e1sadn\u00edho vin\u00edka \u0161patn\u00e9 kvality ovzdu\u0161\u00ed.<\/p>\n<p><strong>Kolik je v\u00a0Jihomoravsk\u00e9m kraji celkem stanic imisn\u00edho monitoringu? D\u00e1 se \u0159\u00edci, jestli jsme na tom po str\u00e1nce hustoty s\u00edt\u011b v\u00a0kraji jinak ne\u017e ostatn\u00ed kraje \u010cesk\u00e9 republiky?<\/strong><\/p>\n<p>Jestli dob\u0159e po\u010d\u00edt\u00e1m, tak m\u00e1me v\u00a0kraji celkem 20 stanic imisn\u00edho monitoringu, kter\u00e9 dod\u00e1vaj\u00ed data do St\u00e1tn\u00ed s\u00edt\u011b imisn\u00edho monitoringu zabezpe\u010dovan\u00e9 \u010cHM\u00da. Provozovateli t\u011bchto stanic jsou jednak odborn\u00e9 instituce typu \u010cHM\u00da nebo Zdravotn\u00ed \u00fastav, ale tak\u00e9 jeden soukrom\u00fd subjekt, kter\u00fdm je Cement\u00e1rna v\u00a0Mokr\u00e9 provozuj\u00edc\u00ed 2 stanice v\u00a0Mokr\u00e9 a v\u00a0Sivic\u00edch. \u00a0V\u00a0r\u00e1mci m\u011bsta Brna provozuje magistr\u00e1t na sv\u00e9 n\u00e1klady celkem 5 stanic (a jeden mobiln\u00ed m\u011b\u0159ic\u00ed v\u016fz) a celkov\u011b je v\u00a0r\u00e1mci Brna provozov\u00e1n nadstandardn\u00ed po\u010det 12 stanic. Jsou pravideln\u011b p\u0159ekra\u010dov\u00e1ny n\u011bjak\u00e9 imisn\u00ed limity?<\/strong><\/p>\n<p>Dlouhodob\u00fd v\u00fdvoj kvality ovzdu\u0161\u00ed v\u00a0na\u0161em kraji mi d\u011bl\u00e1 v\u00a0posledn\u00edch letech velkou radost. Postupem \u010dasu doch\u00e1z\u00ed ke zlep\u0161ov\u00e1n\u00ed kvality ovzdu\u0161\u00ed a z\u00e1sadn\u011b je toto zlep\u0161en\u00ed vid\u011bt u koncentrac\u00ed pol\u00e9tav\u00e9ho prachu, kter\u00e9 postupn\u011b klesaj\u00ed. Podle hrub\u00fdch dat za rok 2019 to vypad\u00e1, \u017ee denn\u00ed imisn\u00ed limit pro \u010d\u00e1stice PM<sub>10<\/sub> byl v\u00a0loni p\u0159ekro\u010den pouze na stanici Zvona\u0159ka na ul. Opu\u0161t\u011bn\u00e1 v Brn\u011b. Pokud to srovn\u00e1m nap\u0159\u00edklad s\u00a0rokem 2011, kdy byl tento imisn\u00ed limit p\u0159ekro\u010den na 7 stanic\u00edch, tak to zlep\u0161en\u00ed je zcela z\u00e1sadn\u00ed.<\/p>\n<p><strong>Li\u0161\u00ed se n\u011bjak pokles v z\u00e1vislosti na typu stanice?<\/strong><\/p>\n<p>Mo\u017en\u00e1 bude pro n\u011bkoho p\u0159ekvapen\u00edm, ale nejv\u011bt\u0161\u00ed pokles byl v\u00a0pr\u016fb\u011bhu uplynul\u00fdch let zaznamen\u00e1n sp\u00ed\u0161e na dopravn\u00edch stanic\u00edch um\u00edst\u011bn\u00fdch u v\u00fdznamn\u00fdch dopravn\u00edch komunikac\u00ed. Oproti tomu venkovsk\u00e9 stanice tak v\u00fdrazn\u00fd pokles nezaznamenaly.<\/p>\n<p><strong>M\u00e1\u0161 pro to n\u011bjak\u00e9 vysv\u011btlen\u00ed?<\/strong><\/p>\n<p>Je to bohu\u017eel d\u00e1no t\u00edm, \u017ee ve venkovsk\u00e9m prostoru n\u00e1m nar\u016fstaj\u00ed emise z\u00a0lok\u00e1ln\u00edho vyt\u00e1p\u011bn\u00ed pevn\u00fdmi palivy, kter\u00e9 je nejv\u011bt\u0161\u00edm zdrojem zne\u010di\u0161t\u011bn\u00ed nejen u n\u00e1s v\u00a0kraji, ale celorepublikov\u011b. Vzhledem k\u00a0dostupnosti levn\u00e9ho palivov\u00e9ho d\u0159eva pozorujeme n\u00e1r\u016fst spalov\u00e1n\u00ed tohoto paliva, kter\u00e9 je sice mo\u017en\u00e1 z\u00a0pohledu ochrany klimatu uhl\u00edkov\u011b neutr\u00e1ln\u00ed, proto\u017ee se jedn\u00e1 o obnoviteln\u00fd zdroj, ale z\u00a0pohledu ochrany ovzdu\u0161\u00ed nen\u00ed d\u0159evo ni\u010d\u00edm jin\u00fdm ne\u017e nejmlad\u0161\u00edm uhl\u00edm a jeho spalov\u00e1n\u00ed je spojeno s\u00a0v\u00fdznamn\u00fdmi emisemi prachov\u00fdch \u010d\u00e1stic, polyaromatick\u00fdch uhlovod\u00edk\u016f i t\u011b\u017ek\u00fdch kov\u016f. Druh\u00fdm faktorem, kter\u00fd m\u00e1 v\u00fdznamn\u00fd vliv na kvalitu ovzdu\u0161\u00ed je sucho a s\u00a0t\u00edm spojen\u00e1 v\u011btrn\u00e1 eroze p\u016fd a celkov\u00e1 pra\u0161nost z\u00a0povrch\u016f. P\u016fdy ji\u017en\u00ed Moravy jsou z\u00a0pedologick\u00e9ho pohledu obecn\u011b velmi n\u00e1chyln\u00e9 na \u00fa\u010dinky v\u011btru. Posledn\u00ed roky jsou nav\u00edc velmi tepl\u00e9, tak\u017ee doch\u00e1z\u00ed ke zna\u010dn\u00e9mu vysu\u0161en\u00ed t\u011bchto p\u016fd a n\u00e1sledn\u011b \u00fa\u010dinky v\u011btru doch\u00e1z\u00ed k\u00a0odnosu tis\u00edc\u016f tun drobn\u00fdch prachov\u00fdch \u010d\u00e1stic, kter\u00e9 se p\u0159en\u00e1\u0161ej\u00ed i na velk\u00e9 vzd\u00e1lenosti. Klimatick\u00e9 modely bohu\u017eel p\u0159edpov\u00eddaj\u00ed, \u017ee na \u00fazem\u00ed na\u0161eho kraji bude tento trend nad\u00e1le sp\u00ed\u0161e s\u00edlit a jsou nutn\u00e1 d\u016fsledn\u011bj\u0161\u00ed opat\u0159en\u00ed na p\u0159edch\u00e1zen\u00ed a omezov\u00e1n\u00ed v\u011btrn\u00e9 eroze t\u011bchto zem\u011bd\u011blsk\u00fdch p\u016fd.<\/p>\n<p><strong>A krom\u011b prachov\u00fdch \u010d\u00e1stic?<\/strong><\/p>\n<p>Co se t\u00fd\u010de dal\u0161\u00edch zne\u010di\u0161\u0165uj\u00edc\u00edch l\u00e1tek, kter\u00e9 jsou z\u00a0pohledu dodr\u017eov\u00e1n\u00ed imisn\u00edch limit\u016f problematick\u00e9, tak na se jedn\u00e1 zejm\u00e9na o oxidy dus\u00edku ze spalov\u00e1n\u00ed paliv, benzo(a)pyrenu z\u00a0lok\u00e1ln\u00edch topeni\u0161\u0165 a p\u0159\u00edzemn\u00edho oz\u00f3nu vznikaj\u00edc\u00edho v\u00a0letn\u00edch slune\u010dn\u00edch dnech.<\/p>\n<p><strong>Co doprava?<\/strong><\/p>\n<p>Silni\u010dn\u00ed doprava je nejv\u011bt\u0161\u00edm zdrojem oxid\u016f dus\u00edku ze spalov\u00e1n\u00ed pohonn\u00fdch hmot. Emise t\u011bchto l\u00e1tek doposud nar\u016fstaly tak, jak se zvy\u0161ovala \u00fa\u010dinnost spalov\u00e1n\u00ed paliv. U nov\u011bj\u0161\u00edch motor\u016f jsou emise t\u011bchto l\u00e1tek krom\u011b jejich obvykl\u00e9ho \u201ep\u0159epalov\u00e1n\u00ed\u201c v\u00a0EGR ventilu nav\u00edc sni\u017eov\u00e1ny vst\u0159ikov\u00e1n\u00ed mo\u010doviny (AdBlue), kter\u00e9 v\u0161ak produkuje zcela nov\u00e9 emise a to amoniaku. V\u00a0p\u0159\u00edpad\u011b prachov\u00fdch \u010d\u00e1stic ze silni\u010dn\u00ed dopravy je pro mnoh\u00e9 mo\u017en\u00e1 p\u0159ekvapuj\u00edc\u00ed, \u017ee nejv\u011bt\u0161\u00ed mno\u017estv\u00ed t\u011bchto \u010d\u00e1stic nen\u00ed produkov\u00e1no spalov\u00e1n\u00edm paliva, ale mechanick\u00fdm pohybem vozidla a jeho sou\u010d\u00e1st\u00ed. Pr\u00e1v\u011b ot\u011bry pneumatik, abraze vozovky, ot\u011bry brzdov\u00e9ho a spojkov\u00e9ho oblo\u017een\u00ed jsou nejv\u011bt\u0161\u00edm prim\u00e1rn\u00edm zdrojem prachov\u00fdch \u010d\u00e1stic z\u00a0dopravy. Typicky se tak d\u011bje zejm\u00e9na v\u00a0zimn\u00edm obdob\u00ed, kdy v\u00a0d\u016fsledku vyt\u00e1p\u011bn\u00ed pevn\u00fdmi palivy doch\u00e1z\u00ed v\u00a0p\u0159\u00edpad\u011b severov\u00fdchodn\u00edho proud\u011bn\u00ed, tedy sm\u011brem z\u00a0ji\u017e zm\u00edn\u011bn\u00e9ho Polska ke zna\u010dn\u00e9mu zhor\u0161en\u00ed kvality ovzdu\u0161\u00ed spojen\u00e9ho s\u00a0n\u00e1r\u016fstem koncentrac\u00ed pol\u00e9tav\u00e9ho prachu.<\/p>\n<p>Z\u00a0hlediska m\u011brn\u00fdch emis\u00ed, kter\u00e9 jsou vyprodukov\u00e1ny na \u00fazem\u00ed kraje, tak jsou tyto emise ni\u017e\u0161\u00ed, ne\u017e by se vzhledem k\u00a0rozloze a zalidn\u011bn\u00ed kraje o\u010dek\u00e1valo. Je to zejm\u00e9na d\u00edky tomu, \u017ee na \u00fazem\u00ed kraje nem\u00e1me \u017e\u00e1dnou velkou energetiku a sou\u010dasn\u011b tak\u00e9 z\u00e1sadn\u00edm specifikem kraje, a to je dostupnost zemn\u00edho plynu. Zemn\u00ed plyn jako u\u0161lechtil\u00e9 palivo je dostupn\u00fd v\u00a098 % obc\u00ed Jihomoravsk\u00e9ho kraje a tam, kde je toto palivo p\u0159ev\u00e1\u017en\u011b vyu\u017e\u00edv\u00e1no, tak je to na p\u0159\u00edzniv\u00e9 kvalit\u011b ovzdu\u0161\u00ed z\u00e1sadn\u011b zn\u00e1t.<\/p>\n<p><strong>Mohl bys srovnat obce, kter\u00e9 pro\u0161ly plynofikac\u00ed a ty, kde se vyt\u00e1p\u00ed tuh\u00fdmi palivy?<\/strong><\/p>\n<p>V\u00a0roce 2015 krajsk\u00fd \u00fa\u0159ad spolu s\u00a0\u010cHM\u00da provedl m\u011b\u0159en\u00ed v\u00a0mal\u00fdch obc\u00edch v\u00a0kraji a vybrali jsme pr\u00e1v\u011b 3 typy obc\u00ed \u2013 prvn\u00ed byla obec neplynofikovan\u00e1, druh\u00e1 pak plynofikovan\u00e1 s\u00a0v\u00edce jak 60 % nevyu\u017e\u00edvan\u00fdch p\u0159\u00edpojek a jako posledn\u00ed pak obec, kter\u00e1 z\u00e1sadn\u00edm zp\u016fsobem vyu\u017e\u00edv\u00e1n zemn\u00ed plyn k\u00a0vyt\u00e1p\u011bn\u00ed. To, \u017ee obec, kde se top\u00ed jen pevn\u00fdmi palivy bude z\u00a0hlediska kvality ovzdu\u0161\u00ed nejhor\u0161\u00ed jsme \u010dekali, ale \u017ee bude kvalita ovzdu\u0161\u00ed t\u00e9to obce zcela srovnateln\u00e1 s\u00a0nejhor\u0161\u00edmi pr\u016fmyslov\u011b zne\u010di\u0161t\u011bn\u00fdmi lokalitami, tak to n\u00e1s \u0161okovalo.<\/p>\n<p><strong>Co se d\u00e1 v\u00a0sou\u010dasnosti ozna\u010dit za hlavn\u00ed zdroje zne\u010di\u0161t\u011bn\u00ed ovzdu\u0161\u00ed v\u00a0Jihomoravsk\u00e9m kraji?<\/strong><\/p>\n<p>Celkov\u00fd v\u00fdvoj emis\u00ed z\u00e1kladn\u00edch zne\u010di\u0161\u0165uj\u00edc\u00edch l\u00e1tek v\u00a0uplynul\u00e9m desetilet\u00ed lze charakterizovat klesaj\u00edc\u00edm trendem. \u00darove\u0148 zne\u010di\u0161\u0165ov\u00e1n\u00ed ovzdu\u0161\u00ed poklesla v p\u0159\u00edpad\u011b TZL o 8,1 %, SO<sub>2<\/sub> o 40,3 %, NOx o 24,1 %, CO o 14 % a VOC o 16,3 %.<\/p>\n<p>Na prvn\u00edm m\u00edst\u011b z\u00a0hlediska pod\u00edlu na celkov\u00fdch emis\u00ed z\u00e1kladn\u00edch zne\u010di\u0161\u0165uj\u00edc\u00edch l\u00e1tek jsou celorepublikov\u011b lok\u00e1ln\u00ed topeni\u0161t\u011b v\u00a0dom\u00e1cnostech a na dal\u0161\u00edch m\u00edstech pak silni\u010dn\u00ed doprava a stacion\u00e1rn\u00ed zdroje. U silni\u010dn\u00ed dopravy je z\u00e1sadn\u00ed pod\u00edl resuspenze, tedy znovu zv\u00ed\u0159en\u00e9ho prachu druhotn\u011b pohybem vozidla. Tato resuspenze dosahuje n\u00e1sobk\u016f prim\u00e1rn\u00edch emis\u00ed prachu ze silni\u010dn\u00ed dopravy.<\/p>\n<p><strong>Hypotetick\u00e1 ot\u00e1zka, pokud bys jako ob\u010dan vyb\u00edral sv\u00e9 nov\u00e9 m\u00edsto pro bydlen\u00ed a kl\u00ed\u010dov\u00fdm parametrem by byla pr\u00e1v\u011b kvalita ovzdu\u0161\u00ed, volil bys vesnici, men\u0161\u00ed m\u011bsto nebo Brno?<\/strong><\/p>\n<p>Pokud by skute\u010dn\u011b jedin\u00fdm parametrem pro v\u00fdb\u011br bydlen\u00ed byla jen kvalita ovzdu\u0161\u00ed, tak jednozna\u010dn\u011b Brno a nejl\u00e9pe bydlen\u00ed na kopci, kde fouk\u00e1 a sou\u010dasn\u011b je p\u0159\u00edstupn\u00e1 ve\u0159ejn\u00e1 doprava. M\u011bsto Brno m\u00e1 velkou v\u00fdhodu v\u00a0tom, \u017ee na vyt\u00e1p\u011bn\u00ed je masivn\u011b vyu\u017e\u00edv\u00e1m zemn\u00ed plyn, a to prost\u0159ednictv\u00edm tepl\u00e1ren nebo pak p\u0159\u00edmo v\u00a0rodinn\u00fdch domech. Tato v\u00fdhoda je patn\u00e1 zejm\u00e9na v\u00a0zimn\u00edch m\u011bs\u00edc\u00edch, kdy se n\u00e1m opakovan\u011b p\u0159i m\u011b\u0159\u00edc\u00edch kampan\u00edch v\u00a0okol\u00ed Brna potvrzuje, \u017ee je kvalita ovzdu\u0161\u00ed v\u00a0Brn\u011b v\u00fdznamn\u011b lep\u0161\u00ed, oproti zejm\u00e9na men\u0161\u00edm obc\u00edm, kde je v\u00fdznamn\u00e9 zastoupen\u00ed spalov\u00e1n\u00ed pevn\u00fdch paliv pro vyt\u00e1p\u011bn\u00ed dom\u00e1cnost\u00ed.<\/p>\n<p>&nbsp;<\/p>\n<div class=\"su-quote su-quote-style-default interviewQuote\"><div class=\"su-quote-inner su-u-clearfix su-u-trim\">V\u00a0p\u0159\u00edpad\u011b prachov\u00fdch \u010d\u00e1stic ze silni\u010dn\u00ed dopravy je pro mnoh\u00e9 mo\u017en\u00e1 p\u0159ekvapuj\u00edc\u00ed, \u017ee nejv\u011bt\u0161\u00ed mno\u017estv\u00ed t\u011bchto \u010d\u00e1stic nen\u00ed produkov\u00e1no spalov\u00e1n\u00edm paliva, ale mechanick\u00fdm pohybem vozidla a jeho sou\u010d\u00e1st\u00ed.<\/div><\/div>\n<p>&nbsp;<\/p>\n<p><strong>Lok\u00e1ln\u00ed topeni\u0161t\u011b \u2013 velk\u00fd probl\u00e9m nejen Jihomoravsk\u00e9ho kraje, ale cel\u00e9 \u010cesk\u00e9 republiky a dal\u0161\u00edch zem\u00ed. Jak\u00e1 je situace po str\u00e1nce vyt\u00e1p\u011bn\u00ed v\u00a0Jihomoravsk\u00e9m kraji?<\/strong><\/p>\n<p>Lok\u00e1ln\u00ed topeni\u0161t\u011b, tedy spalov\u00e1n\u00ed pevn\u00fdch paliv v\u00a0dom\u00e1cnostech je skute\u010dn\u011b nejv\u011bt\u0161\u00edm zdrojem \u010d\u00e1sti, polyaromatick\u00fdch uhlovod\u00edk\u016f a n\u011bkter\u00fdch t\u011b\u017ek\u00fdch kov\u016f. Sou\u010dasn\u011b jsou tyto z\u00e1sadn\u00ed emise vypu\u0161t\u011bny pouze v\u00a0obdob\u00ed topn\u00e9 sez\u00f3ny, co\u017e je zhruba 5 zimn\u00edch m\u011bs\u00edc\u016f v\u00a0roce, kter\u00e9 jsou ale sou\u010dasn\u011b charakteristick\u00e9 zhor\u0161en\u00fdmi rozptylov\u00fdmi podm\u00ednkami a typick\u00e9 \u010dast\u00fdm v\u00fdskytem teplotn\u00edch inverz\u00ed. V\u00a0zimn\u00edm obdob\u00ed tedy doch\u00e1z\u00ed ke kumulaci uveden\u00fdch negativn\u00edch faktor\u016f a z\u00e1sadn\u00edmu zhor\u0161en\u00ed kvality ovzdu\u0161\u00ed. Jak jsem ji\u017e uvedl, tak m\u00e1 \u00fazem\u00ed na\u0161eho kraje v\u00fdhodu v\u00a0tom, \u017ee existuje ucelen\u00e1 a skoro kompletn\u00ed plyn\u00e1rensk\u00e1 soustava a zemn\u00ed plyn jako u\u0161lechtil\u00e9 palivo je tak dostupn\u00fd skoro na cel\u00e9m \u00fazem\u00ed. Po roce 2000, kdy do\u0161lo k\u00a0n\u00e1r\u016fstu zdan\u011bn\u00ed tohoto paliva bylo zn\u00e1t, \u017ee obyvatel\u00e9 omezuj\u00ed jeho spot\u0159ebu. Nyn\u00ed v\u00a0obdob\u00ed vrchol\u00edc\u00ed k\u016frovcov\u00e9 kalamity, a tedy dostatku levn\u00e9ho a dostupn\u00e9ho palivov\u00e9ho d\u0159eva je tento trend je\u0161t\u011b znateln\u011bj\u0161\u00ed.<\/p>\n<p><strong>M\u016f\u017ee\u0161 uv\u00e9st n\u011bjak\u00e1 konkr\u00e9tn\u00ed \u010d\u00edsla?<\/strong><\/p>\n<p>Z\u00a0posledn\u00edho s\u010d\u00edt\u00e1n\u00ed obyvatel vypl\u00fdv\u00e1, \u017ee nap\u0159\u00edklad v\u00a0m\u011bst\u011b Brn\u011b je zhruba 500 ks kotl\u016f na pevn\u00e1 paliva s\u00a0ru\u010dn\u00edm p\u0159ikl\u00e1d\u00e1n\u00edm, kter\u00e9 bude nutno vym\u011bnit. N\u011bkdo by si mohl myslet, \u017ee 500 ks kotl\u016f na tak velk\u00e9 m\u011bsto nic nen\u00ed, \u017ee je to margin\u00e1ln\u00ed v\u011bc. Z\u00a0hlediska emis\u00ed \u010d\u00e1stic PM<sub>10<\/sub> vyprodukuj\u00ed tyto kotle stejn\u00e9 emise jako v\u00fdfuky 65.000 nov\u011bj\u0161\u00edch osobn\u00edch aut, kter\u00e9 pln\u00ed normu Euro 5 a 6 a kter\u00e9 za rok najednou obvykl\u00fdch 20.000 km. Z\u00a0tohoto porovn\u00e1n\u00ed je bez pochyby z\u0159ejm\u00e9, \u017ee tyto kotle maj\u00ed skute\u010dn\u011b z\u00e1sadn\u011b negativn\u00ed v\u00fdznam pro kvalitu ovzdu\u0161\u00ed.<\/p>\n<p><strong>Jak\u00e1 jsou podnik\u00e1na opat\u0159en\u00ed ke sn\u00ed\u017een\u00ed emis\u00ed z\u00a0lok\u00e1ln\u00edch vyt\u00e1p\u011bn\u00ed dom\u00e1cnost\u00ed?<\/strong><\/p>\n<p>Lok\u00e1ln\u00edmu vyt\u00e1p\u011bn\u00ed je z\u00a0hlediska ochrany ovzdu\u0161\u00ed pochopiteln\u011b v\u011bnov\u00e1na zna\u010dn\u00e1 pozornost. Od roku 2002 m\u00e1me nov\u00fd z\u00e1kon o ochran\u011b ovzdu\u0161\u00ed, kter\u00fd jednak zp\u0159\u00edsnil po\u017eadavky na spalovac\u00ed zdroje a jejich emisn\u00ed parametry a sou\u010dasn\u011b postupn\u011b zakazuje prod\u00e1vat spalovac\u00ed za\u0159\u00edzen\u00ed star\u0161\u00ed koncepce. St\u011b\u017eejn\u00ed bude datum 01.09.2022, od kdy bude zak\u00e1z\u00e1no provozovat kotel I. a II. emisn\u00ed t\u0159\u00eddy, tedy teplovodn\u00ed kotle na pevn\u00e1 paliva s ru\u010dn\u00edm p\u0159ikl\u00e1d\u00e1n\u00ed pevn\u00e9ho paliva, bez spalinov\u00e9ho ventil\u00e1toru a\u00a0elektronick\u00e9 regulace, kter\u00e9 byly vyroben p\u0159ed rokem 2008. Tyto kotle na pevn\u00e1 paliva 1. a 2. emisn\u00ed t\u0159\u00eddy se nesm\u00ed prod\u00e1vat od za\u010d\u00e1tku roku 2014 a mra\u010dna se stahuj\u00ed i nad kotli 3. emisn\u00ed t\u0159\u00eddy, kter\u00e9 prodejci od 1. ledna 2018 mohou pouze doprod\u00e1vat.<\/p>\n<p><strong>Jak pom\u00e1h\u00e1 st\u00e1t lidem, kte\u0159\u00ed vyt\u00e1p\u00ed star\u00fdm kotlem na tuh\u00e1 paliva?<\/strong><\/p>\n<p>Opat\u0159en\u00ed ale nejsou jen v\u00a0regulaci a represi. V\u00a0Jihomoravsk\u00e9m kraji v\u00a0tuto chv\u00edli st\u00e1le je\u0161t\u011b je mo\u017enost po\u017e\u00e1dat o kotl\u00edkovou dotaci, tedy o p\u0159\u00edsp\u011bvek a\u017e 127.500,- K\u010d na v\u00fdm\u011bnu pr\u00e1v\u011b takov\u00e9ho star\u00e9ho nevyhovuj\u00edc\u00edho kotle na pevn\u00e1 paliva s\u00a0ru\u010dn\u00edm p\u0159ikl\u00e1d\u00e1n\u00edm. Celkov\u011b se takto poda\u0159\u00ed vym\u011bnit celkem 30.000 kotl\u016f v\u00a0\u010cR, z\u00a0toho 4.500 ks kotl\u016f v\u00a0Jihomoravsk\u00e9m kraji.<\/p>\n<p><strong>M\u016f\u017ee\u0161 jmenovat n\u011bjak\u00e9 nebo n\u011bjak\u00e1 dal\u0161\u00ed konkr\u00e9tn\u00ed opat\u0159en\u00ed, kter\u00e1 Krajsk\u00fd \u00fa\u0159ad JMK podnikl pro zlep\u0161en\u00ed kvality ovzdu\u0161\u00ed v\u00a0ned\u00e1vn\u00e9 dob\u011b?<\/strong><\/p>\n<p>Nejv\u011bt\u0161\u00ed pravomoci, kter\u00fdmi krajsk\u00fd \u00fa\u0159ad disponuje sm\u011b\u0159uj\u00ed ke stacion\u00e1rn\u00edm zdroj\u016fm, tedy pr\u016fmyslov\u00fdm podnik\u016fm. Postupem \u010dasu se n\u00e1m poda\u0159ilo marginalizovat spalov\u00e1n\u00ed uhl\u00ed v\u00a0na\u0161em kraji a z\u00e1sadn\u011b omezit emise oxid\u016f dus\u00edku a zejm\u00e9na prachov\u00fdch \u010d\u00e1stic u velk\u00fdch zdroj\u016f jako je cement\u00e1rna v\u00a0Mokr\u00e9, sl\u00e9v\u00e1rna v\u00a0Ku\u0159imi, kamenolom v\u00a0\u017dele\u0161ic\u00edch, v\u00a0Opatovic\u00edch a dal\u0161\u00ed.<\/p>\n<p>Zcela z\u00e1sadn\u00ed v\u00fdznam pro zlep\u0161en\u00ed kvality ovzdu\u0161\u00ed bude m\u00edt dobudov\u00e1n\u00ed p\u00e1te\u0159n\u00ed silni\u010dn\u00ed a \u017eelezni\u010dn\u00ed s\u00edt\u011b na \u00fazem\u00ed Jihomoravsk\u00e9ho kraje. Plynul\u00e1 doprava znamen\u00e1 nejen komfort pro cestuj\u00edc\u00ed, ale sou\u010dasn\u011b tak\u00e9 sn\u00ed\u017een\u00ed emis\u00ed zne\u010di\u0161t\u011bn\u00ed z\u00a0dopravn\u00edch kongesc\u00ed, tedy typicky kolon a dopravn\u00edch z\u00e1cp. Bohu\u017eel se ale dostavba t\u00e9to infrastruktury stala boji\u0161t\u011bm r\u016fzn\u00fdch z\u00e1jm\u016f a ve v\u00fdsledku to vede ke zna\u010dn\u00e9mu zpo\u017ed\u011bn\u00ed v\u00a0jejich v\u00fdstavb\u011b. Jihomoravsk\u00fd kraj m\u00e1 nejlep\u0161\u00ed a nejl\u00e9pe funguj\u00edc\u00ed syst\u00e9m integrovan\u00e9 dopravy, jeho\u017e p\u00e1te\u0159 tvo\u0159\u00ed \u017eeleznice. Bohu\u017eel ale i na kolej\u00edch je u\u017e t\u011bsno a zejm\u00e9na kapacita brn\u011bnsk\u00e9ho vlakov\u00e9ho n\u00e1dra\u017e\u00ed neumo\u017e\u0148uje nav\u00fd\u0161en\u00ed osobn\u00ed p\u0159epravy. Funguj\u00edc\u00ed ve\u0159ejn\u00e1 doprava m\u00e1 velk\u00fd potenci\u00e1l pro sn\u00ed\u017een\u00ed mno\u017estv\u00ed individu\u00e1ln\u00ed automobilov\u00e9 p\u0159epravy. Z\u00a0vlastn\u00ed zku\u0161enosti v\u00edm, \u017ee n\u00e1klady na po\u0159\u00edzen\u00ed a provoz vozidla jsou po bydlen\u00ed nejv\u011bt\u0161\u00ed polo\u017ekou v\u00a0rodinn\u00fdch rozpo\u010dtech a mnoz\u00ed by r\u00e1di vyu\u017eili jinou mo\u017enost p\u0159epravy, pokud by byla stejn\u011b rychl\u00e1 a komfortn\u00ed. V\u011b\u0159\u00edm tomu, \u017ee pokud se povede dobudovat tuto infrastrukturu, tak mnoz\u00ed na\u0161i ob\u010dan\u00e9 r\u00e1di p\u0159esednou do jin\u00e9ho dopravn\u00edho prost\u0159edku, ne\u017e je drah\u00fd osobn\u00ed automobil.<\/p>\n<p><strong>Na z\u00e1v\u011br n\u011bco trochu na odleh\u010den\u00ed, jak ses dostal k\u00a0oboru kvality ovzdu\u0161\u00ed? D\u011btsk\u00fd sen?<\/strong><\/p>\n<p>P\u0159ed n\u011bjak\u00fdm \u010dasem jsem se nad v\u00fdkresy d\u011bt\u00ed, kter\u00e9 nakreslili na t\u00e9ma \u017eivotn\u00ed prost\u0159ed\u00ed a ochrana ovzdu\u0161\u00ed obr\u00e1zky p\u0159e\u0161krtnut\u00fdch aut a tov\u00e1rn\u00edch kom\u00edn\u016f, zam\u00fd\u0161lel nad t\u00edm, \u017ee jsem v\u00a080. letech s\u00e1m kreslil jako pozitivn\u00ed stejn\u00e9 tov\u00e1rn\u00ed kom\u00edny, ale jako symbol pr\u00e1ce a produkce. Kom\u00edn, kter\u00fd dostate\u010dn\u011b nekou\u0159il byl podez\u0159el\u00fd a v\u00a0podstat\u011b znamenal, \u017ee se v\u00a0podniku <em>NIC<\/em> nevyr\u00e1b\u00ed.<\/p>\n<p>Na vysok\u00e9 \u0161kole jsem se dotknul mnoha obor\u016f, kter\u00e9 s\u00a0ochranou \u017eivotn\u00edho prost\u0159ed\u00ed souvis\u00ed a zaujal mne meteorologie a klimatologie. Od t\u011bchto obor\u016f u\u017e je k\u00a0ochran\u011b ovzdu\u0161\u00ed skute\u010dn\u011b bl\u00edzko. M\u00e9 zaujet\u00ed pak prohloubily mnoh\u00e9 m\u00fdty o p\u0159\u00ed\u010din\u00e1ch zne\u010di\u0161t\u011bn\u00ed, kter\u00e9 st\u00e1le je\u0161t\u011b mnohde p\u0159e\u017e\u00edvaj\u00ed a kter\u00e9 jsme opakovan\u011b s\u00a0kolegy dlouh\u00e1 l\u00e9ta vyvraceli. Kolikr\u00e1t jsem m\u011bl pocit, \u017ee spolu s\u00a0fotbalem m\u00e1me nejv\u00edc \u201eodborn\u00edk\u016f\u201c pr\u00e1v\u011b na ochranu ovzdu\u0161\u00ed. Podle m\u00e9ho n\u00e1zoru je ovzdu\u0161\u00ed skute\u010dn\u011b nejd\u016fle\u017eit\u011bj\u0161\u00ed slo\u017ekou \u017eivotn\u00edho prost\u0159ed\u00ed, proto\u017ee nedostatek kysl\u00edku m\u00e1 fat\u00e1ln\u00ed n\u00e1sledky na lidsk\u00fd \u017eivot v\u00a0\u0159\u00e1du minut. Stejn\u011b tak ka\u017ed\u00fd z\u00a0n\u00e1s ka\u017ed\u00fd den vdechne zhruba 11 m<sup>3<\/sup> vzduchu a je d\u016fle\u017eit\u00e9 pro na\u0161e zdrav\u00ed, co ten vzduch obsahuje a jak\u00fd to m\u00e1 vliv na na\u0161e zdrav\u00ed.<\/p>\n<p><strong>M\u016f\u017ee m\u00edt \u010dlov\u011bk v\u00a0tomto oboru n\u011bjakou \u201eprofesn\u00ed deformaci\u201c? Ovlivnilo T\u011b to i n\u011bjak mimo samotnou pracovn\u00ed \u010dinnost?<\/strong><\/p>\n<p>Znalosti otev\u00edraj\u00ed o\u010di a ty pak vid\u00ed v\u00edc. Ur\u010dit\u011b m\u011b obor i vzd\u011bl\u00e1n\u00ed nau\u010dilo d\u00edvat se jinak na v\u011bci kolem sebe a zejm\u00e9na pak na stavy atmosf\u00e9ry a indikovat z\u00a0toho pov\u011btrnostn\u00ed situaci a rozptylov\u00e9 podm\u00ednky. Stejn\u011b tak se d\u00edv\u00e1m po kom\u00ednech a pr\u016fmyslov\u00fdch are\u00e1lech a srovn\u00e1v\u00e1m je s\u00a0t\u00edm, co jsem vid\u011bl jinde. St\u00e1v\u00e1 se mi celkem \u010dasto, \u017ee mne oslovuj\u00ed lid\u00e9 s\u00a0t\u00edm, abych jim \u0159ekl n\u011bco o kvalit\u011b ovzdu\u0161\u00ed v\u00a0ur\u010dit\u00e9m m\u00edst\u011b, kde si t\u0159eba cht\u011bj\u00ed po\u0159\u00eddit bydlen\u00ed. V\u00a0z\u00e1sad\u011b m\u00e1me mnoho informac\u00ed o \u00farovni zne\u010di\u0161t\u011bn\u00ed v\u00a0konkr\u00e9tn\u00edch \u010d\u00e1stech kraje, ale t\u0159eba na vesnici je nejlep\u0161\u00edm org\u00e1nem oko a nos. Pokud v\u00a0okol\u00ed uvid\u00edte za\u010dernal\u00e9 kom\u00edny a v\u00a0zim\u011b je n\u011bco ve vzduchu c\u00edtit, tak ur\u010dit\u011b nelze p\u0159edpokl\u00e1dat, \u017ee v\u00a0dan\u00e9m m\u00edst\u011b bude v\u00a0zim\u011b p\u0159\u00edjemn\u00e9 a zdrav\u00e9 pov\u011bt\u0159\u00ed.<\/p>\n[one_half padding=&#8220;10px 10px 10px 0px&#8220;]\n<p><strong>A n\u011bjak\u00e9 mimopracovn\u00ed obl\u00edben\u00e9 aktivity?<\/strong><\/p>\n<p>M\u00e1me se \u017eenou 3 d\u011bti, d\u016fm a psa, tak\u017ee toho voln\u00e9ho \u010dasu mnoho nen\u00ed. Nav\u00edc jsem v\u00a0na\u0161\u00ed obci m\u00edstostarostou a tato starost o v\u011bci ve\u0159ejn\u00e9 vy\u017eaduje dal\u0161\u00ed \u010das a \u00fasil\u00ed. Obecn\u011b r\u00e1d tr\u00e1v\u00edm \u010das v\u00a0p\u0159\u00edrod\u011b, na kole a u dobr\u00e9 knihy.
