Do t\u00e9to s\u00edt\u011b pat\u0159\u00ed stanice kvality ovzdu\u0161\u00ed \u010cHM\u00da, ale i n\u011bkter\u00fdch dal\u0161\u00edch organizac\u00ed, kter\u00e9 provozuj\u00ed stanice vlastn\u00ed a do Informa\u010dn\u00edho syst\u00e9mu kvality ovzdu\u0161\u00ed (ISKO) zas\u00edlaj\u00ed data. Stanice m\u016f\u017eeme d\u011blit podle n\u011bkolika krit\u00e9ri\u00ed, kter\u00e9 si v tomto \u010dl\u00e1nku p\u0159ibl\u00ed\u017e\u00edme.<\/strong><\/em><\/p>\n<p><strong>St\u00e1tn\u00ed s\u00ed\u0165 imisn\u00edho monitoringu (SSIM)<\/strong> pokr\u00fdv\u00e1 cel\u00e9 \u00fazem\u00ed \u010cesk\u00e9 republiky. Hustota stanic v\u0161ak nen\u00ed pro celou republiku rovnom\u011brn\u00e1. V m\u00edstech se zv\u00fd\u0161enou m\u00edrou zne\u010di\u0161t\u011bn\u00ed (pr\u016fmyslov\u00e9 oblasti, velk\u00e1 m\u011bsta apod.) je hustota stanic vy\u0161\u0161\u00ed. Rovn\u011b\u017e kombinace m\u011b\u0159en\u00fdch l\u00e1tek na jednotliv\u00fdch stanic\u00edch odpov\u00edd\u00e1 jej\u00edmu okol\u00ed a typu stanice.<\/p>\n<h2>Rozd\u011blen\u00ed podle typu stanice<\/h2>\n<p>Obecn\u011b m\u016f\u017eeme monitorovac\u00ed stanice rozd\u011blit na dva z\u00e1kladn\u00ed typy:<\/p>\n<ul>\n<li><em><strong>manu\u00e1ln\u00ed stanice (manu\u00e1ln\u00ed imisn\u00ed monitoring, MIM)<\/strong> <\/em>&#8211; koncentrace nejsou zji\u0161\u0165ov\u00e1ny <em>in situ<\/em>. Prob\u00edh\u00e1 vzorkov\u00e1n\u00ed a exponovan\u00e9 filtry jsou n\u00e1sledn\u011b p\u0159evezeny do laborato\u0159e, kde jsou podrobeny anal\u00fdze za \u00fa\u010delem stanoven\u00ed koncentrace konkr\u00e9tn\u00ed zne\u010di\u0161\u0165uj\u00edc\u00ed l\u00e1tky (suspendovan\u00e9 \u010d\u00e1stice &#8211; gravimetrie, anal\u00fdzy t\u011b\u017ek\u00fdch kov\u016f, polycyklick\u00fdch aromatick\u00fdch uhlovod\u00edk\u016f, \u010d\u00e1sticov\u00e1 anal\u00fdza skenovac\u00edm elektronov\u00fdm mikroskopem apod.). V\u011bt\u0161ina stanic je vybavena z\u00e1sobn\u00edkem (tzv. sekven\u010dn\u00ed vzorkova\u010de), tak\u017ee je mo\u017en\u00e9 prov\u00e1d\u011bt v\u00edce odb\u011br\u016f po sob\u011b (v p\u0159\u00edpad\u011b n\u00e1mi pou\u017e\u00edvan\u00fdch vzorkova\u010d\u016f p\u0159ibli\u017en\u011b 15), ani\u017e by bylo nutn\u00e9 filtry manu\u00e1ln\u011b m\u011bnit.<\/li>\n<li><em><strong>automatick\u00e9 stanice (automatick\u00fd imisn\u00ed monitoring, AIM)<\/strong><\/em> &#8211; stanoven\u00ed koncentrace prob\u00edh\u00e1 p\u0159\u00edmo na m\u00edst\u011b analyz\u00e1torem, data jsou ihned odes\u00edl\u00e1na do centr\u00e1ln\u00edho po\u010d\u00edta\u010de (v\u011bt\u0161inou v 10min \u010di hodinov\u00e9m intervalu)<\/li>\n<\/ul>\n<p>Na jedn\u00e9 lokalit\u011b m\u016f\u017ee b\u00fdt um\u00edst\u011bna jak manu\u00e1ln\u00ed, tak automatick\u00e1 stanice. D\u016fvodem je, \u017ee n\u011bkter\u00e9 zne\u010di\u0161\u0165uj\u00edc\u00ed l\u00e1tky lze stanovit pouze jedn\u00edm typem stanice. Pokud tedy chceme pokr\u00fdt v\u0161echny l\u00e1tky stanoven\u00e9 Z\u00e1konem o ochran\u011b ovzdu\u0161\u00ed, je nutn\u00e9 um\u00edstit v lokalit\u011b oba typy stanice.<\/p>\n<h2>Klasifikace stanic<\/h2>\n<p>Stanice v ISKO (MIM i AIM) jsou klasifikov\u00e1ny na z\u00e1klad\u011b evropsk\u00e9 klasifikace m\u011b\u0159\u00edc\u00edch stanic EoI. Toto sch\u00e9ma je zalo\u017eeno na t\u0159ech faktorech, proto lze ka\u017edou stanici v t\u00e9to kategorizaci popsat t\u0159emi p\u00edsmeny (u charakteristiky oblasti lze pou\u017e\u00edt i v\u00edcep\u00edsmennou zkratku):<\/p>\n<ul>\n<li><strong>typ lokality<\/strong><\/li>\n<li><strong>typ oblasti<\/strong><\/li>\n<li><strong>charakteristika oblasti<\/strong><\/li>\n<\/ul>\n<p><em><strong>Typ lokality<\/strong><\/em><\/p>\n<p>Tento parametr se zakl\u00e1d\u00e1 na dominantn\u00edm zdroji emis\u00ed na dan\u00e9 lokalit\u011b.<\/p>\n<p>Rozli\u0161ujeme t\u0159i typy:<\/p>\n<ul>\n<li><strong>T &#8211; dopravn\u00ed stanice<\/strong> (traffic)<\/li>\n<li><strong>I &#8211; pr\u016fmyslov\u00e1 stanice<\/strong> (industrial)<\/li>\n<li><strong>B &#8211; poza\u010fov\u00e1 stanice<\/strong> (background)<\/li>\n<\/ul>\n<p>Nejsou stanovena konkr\u00e9tn\u00ed kvantitativn\u00ed kriteria pro klasifikaci stanic do t\u011bchto kategori\u00ed.<\/p>\n<p>Stanice v r\u00e1mci SSIM nem\u011b\u0159\u00ed emise, ale imise. Zdrojem zne\u010di\u0161t\u011bn\u00ed tedy nikdy nen\u00ed jeden konkr\u00e9tn\u00ed zdroj, ale kombinace v\u00edce zdroj\u016f. P\u0159i klasifikaci typu lokality se uva\u017euje nejv\u00fdznamn\u011bj\u0161\u00ed zdroj &#8211; pokud je nap\u0159\u00edklad stanice um\u00edst\u011bna t\u011bsn\u011b vedle vysoce dopravn\u011b zat\u00ed\u017een\u00e9 komunikace, bude klasifikov\u00e1na jako dopravn\u00ed. Nach\u00e1z\u00ed-li se tato stanice z\u00e1rove\u0148 v pr\u016fmyslov\u00e9 oblasti, bude se na nam\u011b\u0159en\u00fdch datech logicky pod\u00edlet v nemal\u00e9 m\u00ed\u0159e i pr\u016fmysl.<\/p>\n<p><strong><em>Typ oblasti<\/em><\/strong><\/p>\n<p>Toto krit\u00e9rium se zakl\u00e1d\u00e1 prim\u00e1rn\u011b na rozlo\u017een\u00ed populace &#8211; tedy obydlenosti dan\u00e9 lokality.<\/p>\n<p>Rozli\u0161ujeme t\u0159i typy:<\/p>\n<ul>\n<li><strong>U &#8211; m\u011bstsk\u00e1<\/strong> (urban)<\/li>\n<li><strong>S &#8211; p\u0159\u00edm\u011bstsk\u00e1<\/strong> (suburban)<\/li>\n<li><strong>R &#8211; venkovsk\u00e1<\/strong> (rural)<\/li>\n<\/ul>\n<p><em><strong>Charakteristika oblasti<\/strong><\/em><\/p>\n<p>Tento parametr zp\u0159es\u0148uje o jak\u00fd typ oblasti se jedn\u00e1. M\u016f\u017eou se zde pou\u017e\u00edvat kombinace p\u00edsmen, kdy prvn\u00ed p\u00edsmeno m\u00e1 v\u017edy nejvy\u0161\u0161\u00ed prioritu.<\/p>\n<ul>\n<li><strong>R &#8211; obytn\u00e1<\/strong> (residential)<\/li>\n<li><strong>C &#8211; obchodn\u00ed<\/strong> (commercial)<\/li>\n<li><strong>I &#8211; pr\u016fmyslov\u00e1<\/strong> (industrial)<\/li>\n<li><strong>A &#8211; zem\u011bd\u011blsk\u00e1<\/strong> (agricultural)<\/li>\n<li><strong>N &#8211; p\u0159\u00edrodn\u00ed<\/strong> (natural)<\/li>\n<li><strong>RC &#8211; obytn\u00e1\/obchodn\u00ed<\/strong><\/li>\n<li><strong>CI &#8211; obchodn\u00ed\/pr\u016fmyslov\u00e1<\/strong><\/li>\n<li><strong>IR &#8211; pr\u016fmyslov\u00e1\/obytn\u00e1<\/strong><\/li>\n<li><strong>RCI &#8211; obytn\u00e1\/obchodn\u00ed\/pr\u016fmyslov\u00e1<\/strong><\/li>\n<li><strong>AN &#8211; zem\u011bd\u011blsk\u00e1\/p\u0159\u00edrodn\u00ed<\/strong><\/li>\n<\/ul>\n<p>N\u011bkter\u00e9 dopravn\u00ed stanice jsou d\u00e1le konkretizov\u00e1ny v\u00fdrazem\u00a0<strong><em>hot spot<\/em><\/strong>. Jedn\u00e1 se o automatick\u00e9 stanice orientovan\u00e9 v\u00fdhradn\u011b na dopravu.<\/p>\n<p>Hot spot stanice v \u010cesk\u00e9 republice:<\/p>\n<ul>\n<li>Praha 2 &#8211; Legerova<\/li>\n<li>\u00dast\u00ed n. L. &#8211; V\u0161ebo\u0159ick\u00e1<\/li>\n<li>Brno &#8211; \u00davoz<\/li>\n<li>Ostrava &#8211; \u010ceskobratrsk\u00e1<\/li>\n<\/ul>\n<h2>ISKO<\/h2>\n<p>N\u00e1sleduj\u00edc\u00ed statistiky vych\u00e1z\u00ed z nejnov\u011bj\u0161\u00edch dostupn\u00fdch dat za rok 2017. D\u00e1le je t\u0159eba dodat, \u017ee do statistik jsou zahrnuty pouze stanice, kter\u00e9 spln\u00ed <strong>krit\u00e9rium dostupnosti dat<\/strong>. Podle p\u0159\u00edlohy sm\u011brnice pro hodnocen\u00ed kvality ovzdu\u0161\u00ed m\u016f\u017ee b\u00fdt pou\u017eit pouze \u00fadaj ze stanice, na kter\u00e9 byl spln\u011bn po\u017eadavek minim\u00e1ln\u00edho sb\u011bru \u00fadaj\u016f <strong>90 %,<\/strong> nezahrnuj\u00ed se ztr\u00e1ty dat v d\u016fsledku pravideln\u00fdch kalibrac\u00ed nebo b\u011b\u017en\u00e9 \u00fadr\u017eby. Pokud tedy budeme nap\u0159\u00edklad uva\u017eovat ro\u010dn\u00ed pr\u016fm\u011br, pak lze stanici hodnotit pouze v p\u0159\u00edpad\u011b, \u017ee nechyb\u00ed data z v\u00edce ne\u017e 10 % m\u011b\u0159en\u00ed (p\u0159ibli\u017en\u011b 36 dn\u00ed). V opa\u010dn\u00e9m p\u0159\u00edpad\u011b nen\u00ed pro tuto stanici dan\u00e1 statistika vypo\u010d\u00edt\u00e1v\u00e1na.<\/p>\n<p>V roce 2017 bylo v \u010cesk\u00e9 republice v r\u00e1mci SSIM m\u011b\u0159ena kvalita ovzdu\u0161\u00ed na celkem <strong>192 lokalit\u00e1ch<\/strong>. Z toho dv\u011b t\u0159etiny, 127 lokalit, pod spr\u00e1vou \u010cHM\u00da (66,1 %). Vlastn\u00edkem s druh\u00fdm nejvy\u0161\u0161\u00edm po\u010dtem stanic je Zdravotn\u00ed \u00fastav (22 lokalit. 11,5 %) a komun\u00e1ln\u00ed monitoring v konkr\u00e9tn\u00ed lokalit\u011b (v Brn\u011b nap\u0159\u00edklad 5 stanic pat\u0159\u00ed Magistr\u00e1tu m\u011bsta Brna).<\/p>\n<p>V r\u00e1mci \u010cesk\u00e9 republiky se region\u00e1ln\u011b rozli\u0161uj\u00ed <strong>t\u0159i aglomerace<\/strong> (Brno, Ostrava\/Karvin\u00e1\/Fr\u00fddek-M\u00edstek a Praha) a d\u00e1le <strong>7 z\u00f3n<\/strong> (Jihov\u00fdchod, Jihoz\u00e1pad, Moravskoslezsko, Severov\u00fdchod, Severoz\u00e1pad, St\u0159edn\u00ed \u010cechy a St\u0159edn\u00ed Morava). Z aglomerac\u00ed je nejv\u00edce m\u011b\u0159\u00edc\u00edch lokalit v aglomeraci O\/K\/F (26 lokalit), ze z\u00f3n je nejv\u00edce lokalit v Z\u00f3n\u011b Severoz\u00e1pad (33 lokalit). Jak ji\u017e bylo uvedeno v\u00fd\u0161e, po\u010det stanic nen\u00ed \u00fam\u011brn\u00fd velikosti aglomerace \u010di z\u00f3ny, ale souvis\u00ed s m\u00edrou zne\u010di\u0161t\u011bn\u00ed a s t\u00edm souvisej\u00edc\u00ed nutnost\u00ed monitoringu.<\/p>\n<p>Na ka\u017ed\u00e9 automatick\u00e9 stanici m\u016f\u017ee b\u00fdt r\u016fzn\u00e1 kombinace analyz\u00e1tor\u016f a m\u011b\u0159eny jin\u00e9 zne\u010di\u0161\u0165uj\u00edc\u00ed l\u00e1tky. Nej\u010dast\u011bji je na automatick\u00fdch stanic\u00edch imisn\u00edho monitoringu m\u011b\u0159ena koncentrace suspendovan\u00fdch \u010d\u00e1stic PM<sub>10<\/sub> (129 lokalit). Druhou nej\u010dast\u011bji sledovanou zne\u010di\u0161\u0165uj\u00edc\u00ed l\u00e1tkou jsou oxidy dus\u00edku, ty m\u011b\u0159ilo v roce 2017 celkem 105 stanic. V dal\u0161\u00edm po\u0159ad\u00ed pak n\u00e1sleduj\u00ed stanice monitoruj\u00edc\u00ed suspendovan\u00e9 \u010d\u00e1stice PM<sub>2,5<\/sub> (85 stanic), p\u0159\u00edzemn\u00ed ozon (72 stanic), oxid si\u0159i\u010dit\u00fd (67 stanic) a oxid uhelnat\u00fd (27 stanic). Meteorologick\u00e9 podm\u00ednky jsou sledov\u00e1ny na 111 stanic\u00edch. Z dal\u0161\u00edch zne\u010di\u0161\u0165uj\u00edc\u00edch l\u00e1tek je na 25 stanic\u00edch monitorov\u00e1na koncentrace suspendovan\u00fdch \u010d\u00e1stic PM<sub>1<\/sub> a 11 stanic m\u011b\u0159ilo po\u010det \u010d\u00e1stic ve velikostn\u00edch kategori\u00edch od 10 nm do 32 \u00b5m.<\/p>\n<p>U manu\u00e1ln\u00edch stanic bylo rovn\u011b\u017e nej\u010dast\u011bji analyzovanou zne\u010di\u0161\u0165uj\u00edc\u00ed l\u00e1tkou hrub\u0161\u00ed frakce suspendovan\u00fdch \u010d\u00e1stic, tedy PM<sub>10<\/sub> (68 lokalit), d\u00e1le t\u011b\u017ek\u00e9 kovy (57 lokalit), benzen (43 lokalit), jemn\u00e1 frakce suspendovan\u00fdch \u010d\u00e1stic ozna\u010dovan\u00e1 jako PM<sub>2,5<\/sub> (19 lokalit), oxid si\u0159i\u010dit\u00fd (4 lokality) a oxid dusi\u010dit\u00fd (1 lokalita).<\/p>\n<h2>Stanice imisn\u00edho monitoringu v Brn\u011b<\/h2>\n<p>V Brn\u011b a jeho bezprost\u0159edn\u00edm okol\u00ed jsou zas\u00edl\u00e1na data do ISKO z celkem <strong>14 stanic<\/strong> &#8211;
